During the public session a speaker addressed the Carlton proposal, noting the early 4.30 opening was due to morning prayers and that there are five prayer sessions a day.

No votes were recorded in the public meeting.
The chair said the minutes of the entire meeting would be available on the council's website within a couple of working days, and thanked panel colleagues, council staff and members of the public.
