Georges River Council backs Carss Bush Park master plan with men's shed option
Councillors adopted the Carss Bush Park and Todd Park master plan and plan of management with an added option on the men's shed, sending the documents to the Crown for final approval. The master plan covers future upgrades to sporting and park amenities at the Blakehurst park.

The amendment to the master plan states: add "an option four on page nine of the master plan which states upgrade and retain the existing men's sheds of men's shed as a standalone facility at its current location". The mover said the addition does not commit the council to that outcome.
A council officer told the meeting the draft plan of management and master plan went on exhibition after the council endorsed it in May last year. The exhibition drew 73 submissions, 33 written and 40 online surveys, plus feedback at a community drop-in day. The officer said minor changes were made in response and the report seeks endorsement so the documents can be finalised and sent to the Crown for final approval.
Councillor Lansbury raised concerns about the scale and cost of sporting facility proposals, pointing to two similar options for the Todd Park change room facility, one with four change rooms and one with four change rooms plus a gym. The councillor said the project had been pulled from the budget last year over concerns about its scale and that community feedback at Carss Park had favoured something fairly low scale.
The officer said the master plan items are high level and flexible, with further stakeholder and community consultation planned when specific projects are implemented, including with sporting groups. On the men's shed, the officer said the master plan keeps options open for a future decision to be made in consultation with the shed.
Separately, the council received a report on the Blakehurst and Kogarah Bay wards overland flow flood study. The report mirrored the floodplain risk management committee's meeting of 18 March 2026. A councillor said the decision before the council was only to continue investigating two potentially viable flood mitigation options, and the motion was declared carried.
The council also heard a report on the draft Penshurst Town Centre Public Domain Plan. An officer said the work followed a council resolution of 3 June 2024 and used a complete streets approach for pedestrian infrastructure, public safety, greenery, street furniture and aesthetics. On the land with the signal box, the officer said negotiations with Transport for New South Wales continue and a draft agreement for the land handover is expected to be presented in June, with relocation of services progressing into the new financial year.
The meeting closed at 8.18pm after the Carss Bush Park item carried, with no other business on the agenda.
