Carss Park Aquatic Facility builder named as work starts

The Sports Advisory Committee has carried an update on the Carss Park Aquatic Facility after hearing that a principal contractor has been engaged. Bryce Spelter, executive manager of city futures, said the Office of Sport has appointed ADCO Constructions to deliver the project.

Spelter said ADCO has delivered major aquatic centres around Sydney and Victoria, including at Batemans Bay Regional Aquatic Centre. A start-up workshop was held two weeks ago with the Office of Sport and New South Wales Public Works Authority, which is project managing on behalf of Public Works and Council.

ADCO has been establishing on site this week and plans to start a temporary car park next Wednesday. It will take about four weeks to construct, while the existing car park is in action daily with signage in place. Spelter said everything is tracking very well in terms of budget and schedule for that component.

Separately, council officers are moving ahead with the learn to swim closure. An architect has been engaged to work on the development application submission and the planning approvals required for that component. Councillor Lansbury said she will be really happy once they get that shovel in the ground.

Spelter's update came after the committee voted on the Carss Park item, which was moved by Councillor Lansbury and seconded by Nick Smerdly. The motion was carried.

The report was an update on the capital works program, with the website updated to reflect this financial year's projects.

A speaker said the Penshurst project involved significant concrete infrastructure and gates, and that it was not standard fencing. The plan of management identified it was needed, and the council has executed the development application itself and is now looking for someone to execute the construction certificate and the rest.

The committee carried a report on feedback from the Sports Advisory Committee workshop held on 14 May 2026, covering capital works and fees and charges. The report by the Manager of Sports and Community Facilities was moved by Nick Smerdly and seconded by Dale Williams.

The same item included an update on a $500,000 program running from 7 August to 7 October. It aims to improve the safety of community sport by increasing access to life-saving equipment, with organisations able to apply for up to $3,000 for an approved package per organisation.

The chair declared the meeting closed at 6.47pm after no further business on the agenda.
