Panel hears objections to Noble Street boarding house

The local planning panel heard a proposal for a boarding house at 54 and 54A Noble Street, Allawah, at its meeting on 17 September 2026.

A neighbour spoke against the plan. Kieran Cartoon, a registered architect who lives directly opposite at 65 Noble Street, told the panel he strongly objected.

He said the 2019 scheme was refused by council on multiple grounds and that a later application, DA 2021-001, was supported after a storey was removed and seven units with 10 car spaces were proposed for the 615 square metre site.

A speaker called Morris also addressed the panel in support. He said the boarding house uses the same building footprint, envelope and density of population as the earlier seven unit residential flat building approved for the site.

Morris said the bulky waste storage had been addressed and that both schemes could house about 30 people if maximised, calling it a good result for affordable housing.

The panel also heard a separate matter at 29 to 31 Penshurst Street, Penshurst, a modification for permanent extension of trading hours at the Penshurst Hotel. James Littus, a town planner acting for the applicant, said the application was made to continue Sunday trading hours, which he called permanent hours on Sunday.

The panel also noted 18 Montgomery Street, Kogarah, a demolition and construction of a mixed-use development containing commercial use, co-living units and affordable housing, with no speakers registered. No decision on any item was recorded in the meeting excerpts.
